A large dome tops the Governor Flower Library in Watertown, New York, named for Roswell Pettybone Flower, governor of New York from 1892- 94. Flower died in 1899, and the memorial library was built in 1903. Columns stand in pairs along the front entrance. Lion statues stand on either side of the stone steps leading up to the entrance, where a person stands. Four topiaries also line the front entrance. Scalloped curtains hang inside the arched windows of the building. A ; stone fence stands in the foreground.
