Minutes of the Capitol Hill United Neighborhoods (CHUN) board of Delegates Meeting

              BOARD OF DELEGATES MEETING, AUGUST 27, 1981
ATTENDANCE. Delegates: Lynn Adams, Morrie Berkowitz, Jo Campbell, Sally Cherner,
Chris Christiansen, Bernetta Conrey, Mary Cook, Liz Crawford, Pam Crouch, Dee Duke-
hart, Robert Duncan, Bob Fuller, Mike Henry, John Hitch, Marcia Hughes, Bernie Jones,
Dan Paulien, Mary Pellettier, Larry Ramsdell, Beth Shugart-Duncan, Joyce Thorn,
Daisy Vandapool, Max Van Patten, Sandy Weston. Staff: Meg Nagel, Paula Kelley,

MINUTES. A synopsis of the minutes of the July meeting were approved unanimously
upon Sandy Westonfs motion. Upon Bernie Jones' motion, the previously-adopted
May minutes were amended to reflect the presence of Meredith McBurney.
OFFICERS' REPORTS. Mary Cook, VP for Membership noted that the membership committee
is getting geared up for the fall...Treasurer Liz Crawford reported $17,900 income
since May and $13,900 expenditures. Bank accounts stood as  follows: checking $3253;
savings $245; raffle $365; People's Fair $18956; another account had $3764. A meeting of the Budget committee was set to straighten out our finances. A change in
our fiscal year to mesh better with the People's Fair may be advisable...VP for
General Meetings Dee Dukehart said the recent general meeting was not successful and
that we need to rethink our PR and outreach, as well as programming...VP for Communications Beth Shugart-Duncan reminded the Board she and Robert Duncan have resigned,
and that LeRoy Miller and Patsy Frannea would be doing the magazine, with LeRoy
acting as VP alone (modifying last month's vote on LeRoy and Patsy as co-VPfs).
STAFF REPORTS. Meg Nagel, Staff Coordinator,expressed great enthusiasm about the
conference on neighborhood preservation she recently attended in Tucson. Recent
activities of hers include: getting the tax-exempt application forms to the Executive Committee for review; organizing membership cards; preparing a new roster of
Delegates; seeking college student interns (maybe one in the Spring?). She also
noted CHUN's two venture grant proposals were denied..VISTA Paula Kelley reported
that the CHAPS program would be reopening, that CHARG has been incorporated; and
CHARG had a recent successful picnic...VISTA Steve Valecevic told the Delagtes a
group is reforming to explore alternatives to the closed Safeway; that he and
residents have completed the market survey for 13th Avenue and he is now analyzing
the data; that a CHUN-wide economic development strategy meeting has been set.
LIQUOR LICENSES. Bernie JOnes reviewed CHUN and INC efforts on the issue, including
a schedule news conference to kick off a Dirty Dozen bar contest to raise the
issue's visibility. Cousin Charlie's and the New Yorker were nominated for the
list by Delegates. The suit by CHUN against the city has not been filed: it is
not yet appropriate. The sense of the Board was that the mayor be contacted directly before any suit is filed. Dan Paulien moved we ask Council to amend the
Neighborhood Notification ordinace to include notification to resgistered neighborhood organizations of all liquor actions, including renewals. The motion passed
unanimously.
PEOPLE'S FAIR WfW>-UP. Larry Ramsdell, People's Fair Committee Chairperson, shared
final financial analyses with the Board. Overall, the profit margin was 13%, but
75% of the net revenue was derived the day of the fair (esp. from beer sales), which
means the CHUN budget is heavily dependent upon the weather! Larry said $5392.75
will be available for community grants. His motion to create the disbursement
committee passed unanimously; the committee may elect to use last year's criteria
without Board approval. Larry will convene the group consisting of himself, Norma
Oldham, Dee Dukehart, Chris Christiansen, Mary Cook, and Morrie Berkowitz.
CHEESMAN HOUSES. It was the recommendation of the committee, chaired by Joyce
Thorn who reported for it, that the stain glass windows be sold to Mammoth Gardens
for $100/month for 60 months with a baloonpayment of $750, or a total of $6750.
They would be displayed prominantly at Mammoth. The motion passed without opposition. The committee also recommended, and Joyce moved, that the funds from the
