My dear We. Holmes:
Your letter addressed to Mr, Villard
has "been referred to this office for reply, fa are
glad to Imow that you are so interested in the 17.A.A.C.P
and that you are carrying its propaganda into the far
West.
In regard to organizing a "branch in Denver, we
are sending you under separate cover a copy of the form of constitution which we use for branches, also a copy of that used for
locals; and we enclose detailed instructions. We have practically
decided not to charter any more branches in the immediate future
but to organize groups as locals with the understanding that if
they are successful, at the end of a year they will be chartered
as branches. Meantime we are sending our speakers, field agent
and officers all over the country to visit the branches we have
organized with the idea of infusing new life in them. We prefer
to have fewer branches and have all
large number more or less inactive.
